# Consumer rights under the EU AI Act

**Background**

The EU AI Act is often described as a business compliance framework, but it is also a consumer rights law. It creates a short list of things AI simply cannot do, and a set of transparency duties that affect anyone subject to automated decisions.

**Three key points**

**1\. Banned uses.** The Act prohibits AI that manipulates people or exploits psychological vulnerabilities, social scoring by public authorities, predictive policing based solely on profiling, and untargeted scraping of facial images to build recognition databases. Emotion recognition at work or in schools is prohibited except for medical or safety reasons.

**2\. Transparency duties now in force.** Chatbots must disclose that they are machines. Deepfakes must be visibly labelled. AI-generated text published to inform the public on matters of public interest must be disclosed. These rules have applied since 2 August 2026.

**3\. Protection for high-stakes decisions.** AI used to screen a job application, decide a loan or guide medical treatment is classified as high risk. People affected must be informed, and where a decision carries legal effects, they can request a clear and meaningful explanation. These protections take effect in December 2027.

**Why this matters**

Most everyday AI faces no additional obligations under the Act. The strongest protections apply where the stakes are highest. The transparency rules already in force are the ones consumers will encounter first, and the ones businesses need to have in place right now.
